Google will replace AdSense's Ad Networks blocking control with a new Authorized Buyers control on November 6. Existing blocks will remain, and new buyers will be allowed by default.
Google AdSense replaces Ad Networks with Authorized Buyers
Google published an AdSense support article updating Brand Safety. Authorized Buyers will replace the current Ad Networks block within Content blocking controls. Google says existing network blocks will carry over during the transition.

Background
Ad Networks blocking has been part of AdSense Brand Safety for managing demand sources, including a setting to automatically allow new Google-certified ad networks. Under the new model, Authorized Buyers becomes the central control and new buyers are enabled by default. Ad Review Center remains available for managing Google ad accounts, while DV360 accounts continue to be handled in the Advertiser section of Ad Review Center.
